Norman Hezekiah Davis was featured on the December 12 issue of Time and served as the US delegate to the League of Nations' General Disarment Conference, working tirelessly to arrange a European agreement on disarmament. Davis worked to get France and Italy to acquiesce to a naval disarmament agreement. Domestically, British and French diplomats tried to get their massive war debts forgiven, citing the disastrous effects it would have on their ecomonies.
