Riots between Fascists and Communists raged in Germany, hitting the capital of Berlin especially bad. A key figure in German politics was Lt. Col. Franz von Papen, featured on the July 4th cover of Time. Chancellor von Papen's reactionary decrees, including increasing censorship of the press, were blamed by the public for inciting the riots.
