The munitions inquiry seen through the eyes of the vice-president and Washington representative of the Foreign Policy Association, who has followed it from the start. His conclusion: "When we decide to overhaul the outworn institutions and policies which lead inevitably to war, then we can begin to deal effectively with the arms merchant. Perhaps we shall not have to; he may vanish with the need for him."
